Ramses A. Wessel

Vice Dean | Professor of European Law and Head of the European and Economic Law Department

Ramses Wessel serves as Vice Dean of the Faculty of Law at the University of Groningen and is a member of the Faculty Board. As a Professor of European Law, he focuses on teaching and publishing in various areas of European law, particularly at the intersection of EU law with international and domestic legal frameworks. His expertise extends to EU External Relations Law, the EU's Common Foreign, Security, and Defence Policy, and the Law of International Organizations. He is the Academic Director of the European Law in a Global Context LLM and was previously co-Director of the Research Programme Regulatory Interaction and Multi-level Governance (RIMGO).

Ramses holds an LLM in International and European Law from the University of Groningen and a PhD in Law from Utrecht University, where he also taught for several years. Before returning to Groningen, he held various roles at the University of Twente, including Professor of International and European Law and Governance, Programme Director, Vice Dean, Dean, and Dean of Educational Innovation (Vice-Rector). During his tenure, he oversaw the implementation of the Twente Education Model (TOM).

As an experienced evaluator, Ramses regularly participates as chair or member of (international) committees assessing research and education at other institutions of higher learning. He has been involved in EU (ERC) and national (NWO) research selection processes. 

Ramses has held visiting professorships at prominent institutions, including the European Law Academy in Florence, Sapienza Università di Roma, Luiss Guido Carli Roma, Universidad Pablo de Olavide in Sevilla, Université de Genève, the Academy of European Law (ERA) in Trier, Leiden Law School, the University of Bologna, and the University of Cagliari. Additionally, he has served on PhD assessment committees for numerous universities across Europe, such as King’s College London, City University London, KU Leuven, University of Copenhagen, Université de Genève, University of Ghent, University of Sheffield, EUI Florence, Université Libre de Bruxelles, and many institutions in the Netherlands.

He is a former Vice President of the European Society of International Law (ESIL).

Research and Projects

Ramses participates in several (EU-funded) international research projects and is a member of the Governing Board and co-founder of the Centre for the Law of EU External Relations (CLEER) in The Hague. He is also actively involved in the multidisciplinary research groups on Illicit Trade, Sanctions, and European Integration at the University of Groningen.
